The evaluating culture in the organisations has often the tendency to assimilate the evaluation and the control, most of all in the public bodies; as a consequence, it's more important to ensure the legality of administrative acts than evaluating their effectiveness. Moreover this produces a defensive reaction in the evaluated organizations or systems, that doesn't facilitate the self improvement process of the work.

On the other hand, it is necessary - in a very relational and quite intangible work, as the educational and assistance one - to give attention to the very "feeble", imponderable aspects of learning, that however determine both the supplied and the perceived quality.
